On-the-Record (OTR) Decision

An on-the-record (OTR) decision is a fully favorable decision issued at the hearing level without holding a hearing, based solely on the written evidence in the file. A claimant or representative can request OTR review by submitting a brief that explains why the existing record already proves disability, for example new evidence showing a listing is met or a claimant whose age category now triggers a favorable grid rule.

OTR requests are typically reviewed by senior attorney adjudicators or the assigned judge. If the request is granted, the claimant is approved months sooner and avoids testifying; if it is denied, nothing is lost, and the case simply proceeds to the scheduled hearing. Only fully favorable outcomes can be issued this way.
